While the AC is on, the air temperature coming out of the vents will often go from really cold air to barely cool and then back to really cold air. What is wrong with it? Also, when the fan is on the car temp will go up a little.

There are 2 possibilities. The AC unit may be changing temperature. This may be caused by the compressor cycling on and off or there may some restriction in the system that is getting stuck somewhere and restricting refrigerant flow. When it breaks loose the system get cold, when it get stuck the system warms up. The other possibility comes from the air delivery system. The AC system makes the cold, the air delivery system delivers the cold air to the passenger compartment. If the temperature blend door is moving unintentionally the temperature in the cabin will move from warm to cold and back again. Sounds like you need to consult a shop that knows AC
If the problem is the temp blend door would I also see a slight increase and then decrease in the engine temp gauge as I am driving with AC on?
It would have an affect on cooling load and therefore on engine temperature, but I would expect the effect to be slight. You may also have a cooling system issue that is contributing to the symptom you are seeing.
What kind of cooling system issue? Any idea?
If the cooling system is low on coolant, you may see erratic temperature performance. Remember, the AC system simply collects the heat from the passenger compartment to the front of the vehicle. The vehicle cooling system must take it from there.
