Its not getting enough gas to start but runs fine once started.

Really, you need to scan this vehicle to see what is going on and I don't mean at a parts store. it could be too rich or lean at start up for a number of reasons. You could have leaking injectors, etc, etc. best to scan the data to see what the heck is going on look at Long term fuel trim. Also check the EGR position, it needs to be zero percent at start up. These motors have lots of trouble with carbon getting into their EGR systems
