if you remove the dash cover to expose the actual bulb, you will most likley find it has burnt out or someone has removed it, probably the latter. inspections have gotten more strict as of late, and you had the misfortune of going to a thorough shop, you're probably in the state database now so don't go anywhere else until you find a solution
