"Power Center" with relays and fuses where the storage cubby should be?

Instead of the normal storage hole under the climate control, I have a plate block off with the words "Power Center" on it, appears to be factory. Inside are several relays and fuses which I have no idea what they go to, they make no difference in the truck when they are pulled. Wondering if anyone has any information on this?
What makes this problem better or worse?

How long has your 1995 GMC C1500 had this problem?
I don't know for certain, but I would guess it may be a factory or dealership installed trailer brake control mechanism and fuse box.
See a local GM dealership and show them, while asking the question. They may be quite familiar.
