my caliper bolts are going all the way to the rotor when tightened down.

There is steel sleeves that the bolts slide thru that fit in the ears of the caliper and you have left them out from the old calipers. The sleeves keep the spacing correct and keep bolt from tightening all the way down as you say it is doing. Next time pay real close attention to details when "swapping parts."
