Rebuilt engine pulling in air from exhaust and pushing air from intake

Hello, did you rebuild the engine? Or did a repair shop? If I was guessing, I would suggest timing is off 180 degrees. But that's a wild guess and I have no idea. When you say "timing for cam and crank are timed" but intake and exhaust are reversed - that leads me to believe they are not timed.
