What all causes stuck brakes not allowing vehicle to move

Hello, if in "neutral" gear, does the vehicle roll? Or are the wheels locked? When you cay "calipers test OK" what does that mean? What test did you perform? Have all brake components been bled? Is the parking brake system released?
