When the windshield wipers are turned on delay the engine dies, like someone has turned off the key? It will crank right back up but you cant use the delay setting on the wipers?

I have the same problem with my 99 when you tell someone they think youre crazy then they say its water but if it was it would not crank up again would like to know what you come up with.
