I have replaced Battery, Starter & switch. Truck may start & does after a wait.

What is your question?

I have a problem with the truck starting from time to time. I turn the key the dash red lights go out but the starter does not get power. I wait around 15 minutes and the truck starts as though nothing is wrong. I need to know if this is a fusible link issue or some other wiring related issue that has the ability to solve the starting problem on it's own.
