Ignition cylinder lock with keys installed now truck won’t start

Original cylinder broken so we installed a new one that came with keys. Keys have transponders, no remotes. When trying to program keys with scanner, it says ENTER PATS SECURITY ACCESS-Coded access mode not supported. Truck won’t crank and security light flashes. Went through erasing original keys first but when trying to match new keys the message comes up. Also got a message saying no DTC in RAP! Please help!
