When I shift into N or P from D or R, the dashboard lights flicker, then stop. This started happening after I got the battery and battery cables replaced. I've gotten the alternator checked twice and am told it is charging in a normal range. The battery was tested and is also good. What kind of diagnostic check do I need done to determine what the problem(s) might be? Is it best to confine it to an electrical system check-up? Or would it make sense to have a complete engine diagnostic run? On average, what would it cost for either?

This sounds like it is an electrical problem, and not a problem with the starting/charging system. It's hard to say. It might not even be related to the battery cable repair. A good shop should offer you diagnosis of the problem for 1 hour labor charge. They should be able to diagnose within that time--and some shops will credit that diagnostic charge against the ultimate repair bill. Ask them.
