how many valves does piston 1 shut when its top dead center in a 4.6 v8 engine?

I'm trying to change all my valve stems and want to make sure all valves are compressed so they don't fall into the cylinders. I want to know how many valves are shut when each cylinder is tdc ..is it 2?
