I have a 2001 ford crown victoria....it has no headlights

If you can trace the power to the switch, module and all, keep tracing until you find the problem. I suspect a connector being loose or corroded, There could be a ground point fault but if all the exterior lights don't work I wouldn't think it's a single ground point. You need to check further.
