99 crown Vic slow to accelerate ac blows warm then cold when it picks up speed

Happens when I stop but after a few times of it it accelerates normally. Its not because it has warmed up because I've tried letting it warm up before I leave the house and it still happens. Any suggestions what is really wrong? No noises a.c. leaks when stopped for awhile but that's normal, correct?
