Van was running very poorly and slowly. I found that there was no boost pressure at all. Eventually traced it to a blocked catalytic converter. Van was smoking and Egr valve was fluctuating between open and closed on tickover so blanked it off . Its running well now but want to know what the boost pressure should be.

the turbo boost pressure is variable controlled by waste gate valve which is controlled by ECM on pressure demand. this valve is the the most common cause for limp mode. caution never replace this valve with after market valves. ECM will reject it most often. voice of fifty years diesel experience.
