I have a 1995 3500 and it had the problem. It would crank strong but not start. I'm not much of a mechanic so terms are probably wrong but on the left side of the engine near the throttle linkage there is a fuel solenoid. Once energized its purpose is to surge fuel for the starting process and then it automatically returns to sending fuel at normal levels for the engine to continue once it fires and starts. Sort of a choke I guess. Once you locate this you can reach it with your fingers and manually put it in the "choke " position by rotating it forward then get back in the truck and try to start it. This may work. First, lift the hood, second turn on the key inside the truck. This wont work unless the key is in the on position. Once you flip the solenoid manually get in the truck and try to start it. If this is the problem it should start immediately. The new part is pricey unless you find a place away from the dealer to get it. I actually bought a new one and the problem still exists. I think my circuit board under the relays is bad and am having it checked next Monday. Meanwhile, I can at least get it to start and run this way.
