bucking or shutter both while towing and not towing

veh seems to buck or shutter between gears while towing in tow/haul mode between 2&3 gear....but also while not towing between 1&2. I haul a 5th wheel about 12K...problem is not consistent..but happens often enough to know a problem exists.
