First check your throttle cable http://www.parts.com/ about $45 at the dealer, If the throttle cable is intact its probably the throttle position sensor $380 plus installation which involves a trained mechanic to clock this sensor, I drive a 98 diesel 2500 and had to replace this sensor twice.

had the same proublem --------found vacume leak---- ps check your vacume pump
