My transmission won’t down shift to first or second

My 1999 Dodge Ram 2500 won’t shift back down to first or second even When coming to a complete stop. Changed the governor pressure switch and solenoid. I can put it in park and put it directly into first to shift manually. No matter the rpms if I shift it it goes up. Please help. It pulls great when manually shifting it.
