NO BUS message in odometer Gauges do not work Engine turns but no start.

replaced ignition coil and switch, checked all fuses, harnesses, put dielectric grease in many connectors, tested 5volt sensors wires, tested instrument cluster many times, still does not start. Odometer displays codes 920,921 and 999 at start of test and NO BUS at end. Gauges do not move when turning the key to ON position and the noise made by some pump or relay?? is not heard. Engine always starts when that noise can be heard
