2005 Dodge 1500 5.7 won't start. it cranks fine but won't turn over.

Engine light and ETC light come on when trying to start. When key is turned to on position I don't hear the fuel pump hum, it clicks a couple times but no hum. Checked fuel pump fuse and relay. Even cleaned throttle body and reset everything by disconnecting neg. battery terminal. Used diagnostic tool plugged under dash and it said 0 codes. Also tried key technique on/off/on/off/on and odometer just said "done" before going back to mileage. is there a way to determine if its the fuel pump and not something else like PCM, etc....
