Why are my windshield wipers not working correctly

Windshield wipers are inop at low speeds on the glass but work in low speeds off the glass I replaced my motor and trans for the wipers the relays the switch at the wheel and still nothing on low speeds I went today and was messing with it I see that the motor try’s to turn the wipers on while contacting the glass but only moves about a quarter of an inch and stops I pulled the wipers away from the glass and the intermittent low speeds work and do full rotations run from park to park I know it’s getting power but I’m thinking it may not be enough or this brand new motor is not getting the sufficient amount of juice I have a load tester maybe you could give me some tips or should I just replace the motor on it cause she hums when she turns on
