have all the bolts loose and the pan has come down some not enough and all the bolts out of the timing cover not coming off any clues...

I had the same problem and the repair manuals list this wrong to. there is a windage try above the pan it has to be seperated for you to unbolt the windage tray and the oil pump pickup tube. you might have to use a painters tool or 2" spackle knife to seperate the gasket from the oil pan, do not try to wedge the pan and windage tray(gasket is part of this windage tray, kinda like a sheild for the oil)down to get to the bolt. My manual says they come down in one peice and this is not true. I wrote up a walkthrough with pics because I couldnt find an answer I even talked to a couple machanics and they just read from the book(no help). Also making a video to help ppl like myself that had a hellofa time finding answers or a fix, also you dont have to remove alot of stuff stated to drop the pan. I just dropped the #2 crossmember and the trans to oil pan brace to be able to drop the pan without too much hassle. Thanks actually did this about two months ago and I realized the same thing basicallly seperating the pan from the windage tray with a putty knife although i had to replace the windage tray I found the easy way to remove an oil pan....
