My truck has error code P0748 and does take off in 1st gear and does not have OD

I have a 2002 Dodge Ram 1500 Sport with a 5.9L engine and 46re transmission. From what I have read on the internet my truck is in "limp home mode" and giving me an error code P0748. The issue is that my truck does not take off in 1st gear but takes off in 2nd gear unless I manually shift. Also, I do not have Overdrive but 2nd and 3rd gear only. I have replaced the following parts: 1. Governor Solenoid 2. Pressure Transducer 3. TCC/OD Solenoid and Harness With all of these changes my truck is still in limp home mode with 2nd and 3rd gear only. I'm at my wits end and would really appreciate any help you can provide to me.
