Changed out the instrument cluster and still problem

What is your question?

Have a 2002 ram 1500, it runs and starts up but recently when i turn the ignition to the second setting, it makes like a relay sound. Found it to be inside the instrument cluster, had purchased a used one and does the same thing. My radio, interior light, lights dont chime when on and ignition off. The diagnostics plug doesnt work either, please help.

What makes this problem better or worse?
