Shifting problem 99 Ram 4x4

What is your question?

My 99 Ram is slow to shift from 1st to 2nd. It will shift at about 3500 rpm or if I slightly release pressure on the gas pedal. I have replaced the filter, the output speed sensor and the rear wheel speed sensor with no change.
