have 96 dodge. Replaced both bulbs, replaced light switch. Checked ground connections near headlights. All other lights work except for headlights and high beams. My high beam indicator is not even coming on. Also checked all the fuses.

First, check fuses and relays. There are relays related to the fog lamps which are related to high beams, for example. I don't have access to an owners manual for the fuse boxes, but I'd check yours out. Beyond that, if you're not getting power to the sockets, you'll have to get a wiring diagram and trace back from the sockets to find out where the power loss occurs.
I had the same problem. I had a broken wire in my column. A purple wire to be exact. Seems Dodge made it a little too short and after a few years Of tilt wheel it finally broke. Check under the top cover directly behind the steering wheel. The one your hazard light is likely in. I pulled the 3 screws and there it was broke in 2 but Mine was easy to see. Good luck.
