Dash lights flashing on and off and windshield wipers starting to stall

Flashlightsalways flashing on and off, when driving, with coming back on usually once I'm on smooth road, but not always. Now other lights too will go on and off on radio and in the cab

How long has your 1997 Dodge Intrepid had this problem?

At least a few weeks with flashlights, but the rest, only a week and today with wipers
