The AC starts blowing hot air on the driver's side and starts blowing on the windshield then to the floor. Then blows hot air from vent again then slowly gets cool air again. About 1 to 2 minutes its hot air again.
What makes this problem better or worse?
It's worse when you turn it to a higher level.
How long has your 2009 Dodge Grand Caravan had this problem?

Hello, it sounds from here like the climate control system, if set on "automatic" is misreading the temperature inside the vehicle versus what is being asked for on the controls. If the climate control system thinks it is 30 degrees inside the car, and the controls are set to 60 degrees, it will try to heat the car to 60 degrees -- even though it's hot inside the car in reality. The climate control system will choose floor and windshield areas to blow out heat, but then choose dash vents to blow out cold when the temperature is reading properly and cold air is being asked for. Now, this is just a guess, but I'd be focused on getting a diagnostic tool capable of reading "body" module components engaged so you can see what the climate control is doing and asking for.
