have noise when turning wheel it sounds like rubber moaning sound under dash

It could be many things, unfortunately and without hearing the noise first hand or being able to do some basic diagnostic tests or be able to drive the car, its hard to say what the source of the noise may be. Behind the dash is unusual unless it was something to do with the heater (either air trapped in the heater core or could you have insufficient antifreeze concentration and had ice forming?) Was the running temperature normal? Could the noise have been from outside in the engine compartment, check the power steering fluid level. Get a friend to turn the steering wheel from side ti side and look to see the wheel is fouling or rubbing the inner fender shield or if there is any obvious sign of rubbing or contact anywhere. Visually look under the car's engine as well for anything that seems abnormal.
