What is your question?
Before noise, had facemask get wrapped in steering column. It took guy at shop quite a struggle 2 get out w/o having 2 dismantle anything. That was a few mos b4 the er er, er er sounds. Also had to replace plug wires cuz rats chewing thru them when lot nextdoor cleared now halted construction, rats moved in
What makes this problem better or worse?
Possibly when engine cold?
How long has your 2002 Dodge Grand Caravan had this problem?

Hello, the steering wheel should be removed and the clock spring (sliding contact behind the steering wheel that provides power to steering wheel switches and horn) should be inspected for damage or additional debris. "Without having to dismantle anything" -- taking the steering wheel off is truly no big deal if someone knows what they are doing. So I'm not sure what the point was to not dismantle anything. As far as rodent intrusion - there could be other concerns there too, but visual and hands on inspection is really needed.
