Headlights not working properly

What is your question?

When I turn on the van the passenger side headlight comes on and not the driver side. When I switch on the headlights only the passenger side works. When I switch to hi-beams, only the driver side works. I have replaced both bulbs and all fuses. I also replaced the turn signal wand as it also works the hi-beams. No wiring that I can see is damaged. I really don't know what else it could be since its a one light at a time issue instead of them not working at all.
