I have already replaced both bulbs and the turn signal switch as it works the high beams. When I turn the vehicle on the driver's side headlight comes on and not passengers. When I turn the actual lights on only the passenger side works. When I switch to high beams the driver's side comes on and not the passenger. The fuses are brand new also. What is going on with this van!!???
How long has your 2001 Dodge Grand Caravan had this problem?

First, check the actual headlight switch, especially at the wiring connector where it attaches to the switch. The switch itself, as well as the wiring connector and possibly terminals may have overheated, causing a short. This is just a guess, but plausible as a good place to start looking. Other than that, you're getting a wiring diagram and a voltmeter / ohmmeter and troubleshooting circuits to find the short.
