what do blinking lights on heater/AC control panel mean?

On the left of my vans heater/AC control panel the top and middle lights are blinking, these lights are coming from the rear windshield control buttons? Why are these two lights blinking when the rear wipers work? Is it a diagnostic code of some kind, perhaps for the AC? If so, what do these blinking lights specifically mean?
