Pretty sure it is part of the A/C control head. What is the problem?
Only high speed fan works, been told replace heater control module but its not behind the glove box, where is it? Is it under a large flat panel below the glovebox?
It is part of the A/C panel in the dash(the control panel) you may want to have it inspected first as the control panel will be an expensive guess. Any shop should be able to quickly identify the source of the problem and verify it the control panel is sending the proper signals to operate the fan.
