What can I do to stop my wipers blades from frequently turning themselves on.

The only thing you haven't changed is the Intermittent Wiper Control Module. Should be a cheap part from a junkyard to throw at it without doing any electrical troubleshooting. You should be able to unplug it to see if that helps before changing it.
