Steering wheel is making a squeaking noise

What is your question?

Steering wheel is making a squeaking noise when being turned in either direction and at any rate of speed. Not too loud but can feel it in the wheel. Sounds like rubber on rubber making a little squeak noise. Not sure if there is some sort of lubrication point I am unaware of.

What makes this problem better or worse?

Cold weather makes this worse
