how to loosen camshaft bolt

I'm changing out my camshaft and the camshaft bolt will not loosen it just makes the timing chain and crankshaft turn. Should everything turn to get the bolt off? Is my timing wrong now that its not lining up correctly? I don't want to pull the oil pump and the whole timing chain out. I just need to get to the camshaft so i can change it out for the new one i have. Thanks for any advice on this issue.
