Why does my 96 dodge pickup not fall into the bracket for the headlamp recall?

I have a dodge pickup 2500, and i saw that there have been recalls on the 94- 97 dodge 2500 headlamp switch, my headlamps just quit working a few nights ago while i was driving, i smelt something that smelled like burning wires at the time. This was a big inconvenience for me because at the time I had $105 worth of groceries with me and it was nighttime and I wasn't sure how I was going to get the groceries home with no headlights. Anyway I came in to Donovan Dodge here in my town and they said that my truck doesn't fall into the bracket of recalls so I'd like to know why cuz my headlamp switch obviously is a problem and I have under a hundred thousand miles on my truck
What makes this problem better or worse?
Its just at night when i try and use my headlights
