Ac still puts out heat/cold while off

What is your question?

While ac unit is turned off still feeling cold/hot air although very little. If unit is turned on you do not have any air coming out. Back ac is working fine.

What makes this problem better or worse?

Leaving ac off seems to still give me cold air

Hello, you may still be introducing some nominal outside air through the ventilation system. I can't tell what your controls look or work like, but you may be able to hit the recirculation button to prevent outside air from being introduced, even if the fan is off.
