will not start when i turn key i hear ticking noise from fuse box in engine comp

I checked battery and alternator. both have great voltage. plus battery is three days old. I put van on battery charger i go into van turn key it starts. I get out take cables off and let run. everything is good. One time, i will shut off key and it will start up again and again and again. but other times it will not start and when i turn key i just hear a clicking noise coming from fuse box area drivers side engine compartment. the headlights don't work on automatic anymore. i have to manually turn them on and the PNRD31 each one has a box around it. I have never seen this before. it is very strange. my husband just died from a rare lung disease and i have no money. I am a widow and I'm mechanical but this is beyond my knowledge. one strange thing tho is i will put battery charger on and try to start and it starts right up. battery is brand new from costco and alternator was checked by me and it is fine.
