Whats wrong when fans won't come on when ac is turned on. Already replaced fan relay

Have you used test equipment to command the fans to operate? Have you verified the signal is being sent? Have you checked the fan motors to ensure that when powered they turn on? Testing is really necessary to find out what is going on; there is no advice to give other than to test hands on.
