it is a conversion handicap van and cold air will not go through the condenser then out the overhead vents. warm air comes out lower vent next to ramp door.passenger side. what diverts the air through the condenser? Front air works as should.
What makes this problem better or worse?

I think you mean evaporator. This is what the fan blows through to produce the cold air. Being a conversion vehicle, there's no good factory reference information here to refer to. There must be a temperature blend door system in play, refrigerant state of charge plays a part, and proper system cycling to ensure the evaporator does not ice over is important. I would recommend seeking out a reputable local conversation company who can help work with the upfit manufacturer to diagnose an repair your concern.
