Running on 3 cylinders,4th cylinder no compression,is the a valve issue

What is your question?

Replaced head gasket,the oil pan gasket,plugs etc.The plugs were covered with oil.

Did you had the head serviced with grinding and having the valve seals repalced? After all that work that should have been done. Were the plug tops oily? If so the valve cover plug seals are leaking.
