ac not working, no power on the low pressure switch

What is your question?

So far the ac system has been replaced ( compressor, receiver/dryer, low pressure switch, high pressure switch, orifice tube and condenser) also replaced the fans with new relays. Now i have the issue that the ac will not come on unless i use the scan tool to toggle the ac clutch to engage, i have no power on the low pressure switch at all. i do have power on pin 11 on c3 when i check there but none at the pressure switch. any help would be greatly appreciated.
