What wil make my fuel pulsation damper keep leaking?

All I can think is that there was a bad run of dampers and you are the lucky one. I'd get a different brand part from a different store, myself. If you don't replace the seal when you replace the damper, it may leak but I'd imagine that you know a leaky damper when you see one..
