fuel cutoff relay

Car died, it acted like is was running out of gas. Replaced the fuel filter, tried to start car, did not start, removed new fuel filter (it was dry) noticed fuel was not pumping up to filter. I was hoping it was something like a fuel cut off relay and not the fuel pump.
