First, double-check the connections to the battery and starter. Even if they're new, a loose or corroded connection can prevent power from getting through. Make sure everything is clean and tightly connected. Next, take a look at the fuses and relays, especially the ones related to the starting system. A blown fuse or a bad relay can stop the starter from getting power. The ignition switch could also be the issue. If it's not sending the signal to start the engine, you won't hear any noise at all. Lastly, check the neutral safety switch. If your vehicle thinks it’s not in park or neutral, it won’t let the engine start.
