Acap pop off from the front of the block while temperatures were low I turned on the car and it popped off and now nothing but water comes out from it. It is directly underneath where you add oil in it
What makes this problem better or worse?
Nothing it won't hold no water
How long has your 2007 Chevrolet Suburban 1500 had this problem?

That sounds like a freezeout or expansion plug designed to pop out in the event that the coolant freezes instead of cracking your block. Not typically a "do it yourself kind of job to replace". have it towed to a reputable repairer for inspection, if this is the issues there may be other plugs that are compromised.
