Check your basics first. battery and charging system. Low charge or failing alternator can cause all sorts of weird symptoms.

This is usually caused by issues inside the gauge cluster on the 99-02 Silverados. Typically broken solder joints will open up and close up causing the whole unit to basically power on/off randomly. This will also keep your odometer/PRNDL display from working. The good news is it is fixable and for way less than replacing the whole unit.
